POSITION DESCRIPTION
PURCHASING COODINATOR
I. OBJECTIVES
A. To provide maximum service to the member/owners by assisting in the managing of the Materials and Purchasing Department as accurately and efficiently as possible and in accordance with all Cooperative rules and regulations.
B. To coordinate the Purchasing and Warehouse Department with all the Departments
of the Cooperative.
II. REPORTING RELATIONSHIPS
- Reports To: Materials & Purchasing Supervisor
RESPONSIBILITIES AND AUTHORITIES
A. Planning and Controls
1. Assures that all materials are efficiently controlled by establishing and
maintaining effective check-in and check-out procedures.
2. Establishes and maintains accurate inventory control of all materials
in warehouse.
3. Recommends any changes to the Materials & Purchasing Supervisor
in procedures felt necessary.
4. Makes periodic checks to evaluate the effectiveness of overall functions of
the warehouse as it impacts on the efficiency of the Cooperative.
5. Reviews invoices and bills received by the Cooperative to insure accuracy.
6. Purchase fiber materials and process all fiber consumption reports.
B. Organizing
1. Reviews, periodically, all functions and activities of the warehouse and
recommends changes that will improve Department efficiency.
C. 1 Performs Personally Activities Unique To This Position
a. Maintains inventory, price lists and specifications of all materials in the
warehouse.
b. Keeps informed of approved RUS material standards and specifications
and communicates necessary information to personnel.
c. Obtains competitive quotes on construction and maintenance material and
equipment, and decides from these quotes what material will be purchased.
d. Responsible for the preparation of material check-out sheets on work
orders and check-in sheets on retired material to assure accuracy of
materials and equipment needed for completion of projects.
e. Purchases all line material, system devices and equipment, line worker
tools and work equipment, as controlled by budget and accepted inventory
procedures and levels.
f. Upon selection of vendor by Safety Coordinator, purchases safety
equipment.
g. Coordinates the unloading and stocking of incoming material to assure
proper placement, keeps material loss low and meets safety requirements.
h. Prepares purchase orders and receives incoming packing slips for
materials.
i. Handles selling of materials to Cooperative members and disposes of
obsolete materials.
j. Assures warehouse and pole yard are maintained clean, neat and orderly to
meet safety requirements.
k. Responsible for the safe, correct use and preservation of all tools, vehicles,
and special equipment assigned to Superintendent.
l. Participates in and attends monthly safety and job training meetings.
m. Performs the duties as directed by the Materials & Purchasing Superintendent.
n. Assists with Annual and District Meetings as required.

A. Must have the ability to acquire and maintain a valid Oklahoma Drivers License and to
operate a motorized vehicle without assistance.
B. Must be able to effectively utilize a two-way radio in executing the position’s assigned
duties.
C. Must possess the physical strength to lift and/or move up to 75 pounds of materials/
equipment, without external assistance or mechanical aids.
D. Must be able to follow verbal and written instructions.
E. Must have the aptitude to logically and objectively evaluate obstructions and impedi-
ments to plans and programs, make rational independent decisions, and develop
reasonable solutions to problems.
F. Must have the ability to effectively interact with other Cooperative personnel, business
and industry representatives, Cooperative members, and the general public.
G. Must be able to perform field operations and inspections to execute the responsibilities
of this position without external assistance.
H. Must have the ability to perform the outside duties of this position during extremes of
heat and cold, and be able to work during the day and night.
I. While performing the duties of this job, the employee is regularly required to stand,
walk, sit, use hands to finger, handle, or feel objects, tools or controls; reach with hands
and arms; climb or balance; stoop, kneel, crouch, or crawl; and smell. The
employee is frequently required to talk or hear.
J. Specific vision abilities required by this job include close vision, distance vision, color
vision, peripheral vision, depth perception, and the ability to adjust focus.

VI. RELATIONSHIPS
A. Internal
1. Materials and Purchasing Supervisor
a. Assures that Supervisor is kept advised on activities relating to Department.
b. Informs on major developments and special problems.
c. Seeks assistance and guidance and obtains necessary approvals on
Cooperative’s policies, procedures and philosophies.
B. External
1. Vendors and Manufacturing Representatives
a. Receives salesmen, accepts and seeks quotes on materials and
specified equipment.
.b. Places orders, establishes delivery dates, assures that proper forms are
filled out.
c. Establishes methods of delivery, etc.
2. Contractors
a. Directs and coordinates with contractors daily concerning the jobs they
are assigned to in relation to issuing proper materials and equipment by
work order number.
b. Insures unused materials and equipment are returned at end of day or job.
c. Assures that good relations are maintained between contractors and all
warehouse personnel.

POSITION SPECIFICATIONS
PURCHASING COORDIATOR

EDUCATION: Associate Degree in Accounting preferred. Course in electrical
line construction and/or electrical equipment and materials
helpful.
EXPERIENCE: Three (3) years or more experience with an electric utility in work associated with line construction or materials used in same desirable. Experience in administration, purchasing and warehousing necessary.
JOB KNOWLEDGE: Thorough knowledge of work order procedures, purchasing, bookkeeping, inventories, and record keeping necessary.
Knowledge of general work practices of a Cooperative desirable. Must be familiar with accepted safety standards in warehousing.
ABILITIES & SKILLS: Must be able to work cooperatively with department heads and employees. Must have the ability to supervise and delegate responsibilities. Must be able to place orders on the telephone and/or computer and work with business people from other organizations. Must be proficient in the use of a calculator. Must have the ability to maintain accurate accounting records. Must have a valid Oklahoma Drivers License.

WORKING CONDITIONS: Usual office, warehouse and field conditions. Inside and outside work is required. Travel is required. Exposed to varied adverse weather conditions, such as dust, rain, extreme heat, extreme cold, ice, snow, humidity, etc. Works long hours in emergency situations. The noise level in the work environment is usually moderate.
HAZARDS: Falls, falling objects, insect bites, toxic and/or caustic chemicals,
hazardous materials, fumes and airborne particles, electric shock,
cuts, burns, poison ivy and oak, etc. Frequently works near
moving mechanical parts, vibration.
